MdB Michael Kellner Visits the Battery Storage Project by TRICERA energy and EEW Energy from Waste

Michael Kellner, a member of the German Bundestag and energy policy spokesperson for the Bündnis 90/Die Grünen parliamentary group, visited the innovative battery storage project by TRICERA energy and EEW Energy from Waste in Premnitz, Brandenburg, at the start of the new year. Together with the BVES (Federal Association of Energy Storage Systems), he learned about the integration of storage systems to increase the flexibility of base-load power plants.
The battery storage system, which is the first of its kind to be integrated into a thermal waste-to-energy plant, served as the basis and starting point for intensive discussions on the current political framework and regulations for storage systems in general.
The project impressively demonstrates how battery storage and thermal waste-to-energy can be combined at a single site. However, so far this remains an isolated case. Appropriate framework conditions are needed so that such concepts can be implemented on a broad scale. According to the German Association for Energy Storage Systems (Bundesverband Energiespeicher Systeme e. V.), there needs to be even greater awareness of the added value of energy storage systems among decision-makers such as municipalities, regulatory authorities, grid operators, and the industrial and commercial sectors.
Clear Expectations for Policymakers
The guests were in fundamental agreement that clear guidelines and decisions are also needed from policymakers to make it easier for companies and investors to invest in renewable energy and battery storage as a means of increasing grid flexibility, and to minimize the associated risks. Especially with regard to the grid tariff reform, a clear commitment to flexibility is needed.
And: “Grid connection is currently the biggest bottleneck,” says BVES Federal Managing Director Urban Windelen. “This isn’t just about the actual connection commitments, but about the entire process. We need more transparency regarding the connection situation, faster processes, and—especially at the distribution grid level—significantly more digitization and standardization in the connection process. But this also means: sharing experiences. Listening to one another. Building trust.”
Regarding clear standards, Sebastian Siewers, Head of Energy at EEW, adds: “With the battery storage facility in Premnitz, we have implemented a pilot project together with our partner TRICERA energy that, for the first time, integrates a battery storage system of this scale and depth of integration at a thermal waste-to-energy plant in Germany. For us, this was an important learning step from which we are deriving valuable practical insights for future storage projects. It has become clear that, in addition to major and important energy policy decisions, it is often very specific issues that determine the pace and scalability—such as fire safety or permitting procedures. In the U.S., for example, there are already established, nationally recognized standards for the planning and safety of battery storage systems. A similarly clear regulatory framework is currently lacking in Germany. Especially at our sites, where volunteer fire departments are often responsible, uniform standards would increase safety while significantly improving predictability and speed.”
Lars Fallant, CTO of TRICERA energy, summarizes: “I would like to thank everyone involved for the open and constructive exchange as well as the very productive discussion during the site visit. To advance the urgently needed expansion of battery storage systems, we need faster and, above all, predictable grid connection approvals. Flexible grid connection agreements that take into account the controllability of storage systems can make efficient use of existing grid capacities. At the same time, a stable regulatory framework is crucial—only with reliable legal conditions and no retroactive additional fees can storage projects remain economically viable.”
Undeterred by this, the battery storage system in Premnitz, with a capacity of 15 megawatt-hours (MWh) and a power output of 7 megawatts (MW), is entering its final project phase prior to commissioning. In the future, it will stabilize the power grid by absorbing or releasing electricity on short notice. Additionally, it will participate in electricity trading.
